Unplanned, unscheduled mechanical issues impacting Texas power grid

The Texas power grid doesn't seem to learn from past issues very well. The outages this winter were preceeded by similar issues in 2011 where a pretty detailed postmortem with recommendations was written (https://www.nerc.com/pa/rrm/ea/ColdWeatherTrainingMaterials/FERC%20NERC%20Findings%20and%20Recommendations.pdf) but never implemented. I have to imagine that, unlike the cold weather situation which naturally feels rare for Texas, weathering excessive heat should be a day-to-day practice?
