The Texas power grid doesn't seem to learn from past issues very well. The outages this winter were preceeded by similar issues in 2011 where a pretty detailed postmortem with recommendations was written (https://www.nerc.com/pa/rrm/ea/ColdWeatherTrainingMaterials/FERC%20NERC%20Findings%20and%20Recommendations.pdf) but never implemented.
I have to imagine that, unlike the cold weather situation which naturally feels rare for Texas, weathering excessive heat should be a day-to-day practice?
